CFE  is the acronym  for  Comision  Federal  de  Electricidad  in Mexico.  CFE is short of electricity in Northern  Mexico because  the  Mexican  mining  laws in the northern Mexican states, along the US border from Brownsville to Tiajuna,  conflict  with the petroleum  laws of Mexico;  and the politics  of the  oil-producing  states, conflict  with the  politics  of the mining states.  So  now,  CFE is  plannning to build a 36 inch pipeline to import natural gas from Texas into the Monterrey area.   CFE is caught in this storm of politics, especially during the "canicula"  when  the  demand  for  electricity  for air conditioning and cooling,  causes  brown-outs and transfomer failures due to shortage of electricity.  Low  voltage on  three-phase circuits cause untold commercial  damages of  AC motors,  when one phase is down.  The street lights flicker on and off, the electric motors in ACs and fans run at half speed,  until the motors burn out.  After 6 hours, most refrigerated food at home and in the stores, is questionable.  That is one explanation offered by Nuevo Leon state newspapers, including Monterrey, Nuevo Leon, Mexico.  So even though Mexico has plenty of natural gas in the northern Mexican states;  the conflicts  between  Pemex  and  CFE, although mostly confidential,  are causing  shortages of electricity in the northern Meican states.  Monterrey  has  outpaced Tampico as an industrial capital of Mexico.  Good news is that from Rio Salado, NL  to the outskirts of  Nuevo Laredo, Tamaulipas,  the  federal highway 85 has been rebuilt as new.   You can cross Bridge II in a fast car, and drive legally to downtown Monterrey, NL, is two hours.  Once on a Mexican toll.road, the Feds do not bother "fast and furious" drivers.  I have seen cars pass me at 110 mph. A  major  effort  is  needed  to build a 2d adequate NAFTA international bridge  next to  International Bridge III in the state of Tamaulipas.  Colombia is for tourists, and Aduana does not allow heavy equipment imports across that bridge. The 2d import/export Trump NAFTA bridge can cross into Nuevo Leon state, instead of Tamaulipas state.  Coordination with El Bronco in Monterrey can be facilitated by Ing. Federico Wiegand for this.  Likewise, the big new Mexico City airport is making excellent progress.  Maybe it will be the biggest airport in North and South America.
